Pakkun is loyal to his summoner, Kakashi. He's very much reliable in tracking scents and knowing how dangerous the origin of that scent is.
Kakashi can also entrust him with carrying out messages for other ninja since Pakkun can travel in high-speed, efficiently keeping up with ninjas at their top form. Since he can talk, he can deliver messages to and fro Kakashi.
